The criteria is a CITY THEME. I chose the city of Sydney, and this is my layout, which will be the first in my 2017 family album:

I used a black background with gold texture paste stencilling, and a few swipes of white using the edge of a foam brush. Note: The title is not misspelled; it is the event name (ie: Sydney New Year's Eve). This is a detail shot showing how shiny the gold texture paste really is:
